That's Isaak Fernand von Kämpfer from Trinity Blood a.k.a. the Panzer Magier, which in English is translated something like "an armour mage". He's a vampire and a member of the Rosenkreuz Orden (those of you who've watched the anime or read the manga would know what I'm talking about 
).
Isaak is among the top 10 of my favourite bishies
Though, I didn't manage to draw him so well... His pose is a bit off and I screwed up with the hair (again), but I totally love how his expression turned out

It turned out to be a pretty nice anime but the manga is so much better. It has an incredibly beautiful art and it's definitely more descriptive. Plus, you can see the whole story and not only the parts told in the anime. So, if you ask me you better read the manga
